Risk Management Assistant TEMP to PERM (Mandarin)
To assist the department head to ensure that all Risk Management activities are complied with the related rules and regulations and the Branch’ s compliance policy and BSA/AML/OFAC program.
Responsible for overall risk management activities in the Branch. Manage the branch-wide risks in Risk Management Department. Adequately ensure that the Risk Management Department can identify, measure, monitor and control risks including but not limited to credit risks, interest rate risk, liquidity risk, market risk, transaction/operational risk and other risks involved in the Branch
products and lines of business. Other responsibilities include loan workout officer, Test Key and RMA Management, and Third-party Relationship Management. To participate as a key member in the Risk Management Committee. Also performs tasks and responsibilities for Treasury Middle Office, and direct business analysis, risk modeling, risk monitoring system, and loss prevention programs. Requires advanced knowledge, defined as work which is predominantly intellectual in
character and also requires the consistent exercise of discretion and judgment.
To perform the Treasury Middle Office responsibilities.
To establish, document and maintain systems of internal control designed to ensure that the objectives of the Bank are achieved effectively, efficiently and in compliance with applicable laws and regulations.
To fulfill requests and respond to issues, comments, and questions made by the Internal Auditor, Regulators and Head Office Audit Team within a reasonable time.
To do the limit track for the securities portfolio and branch liquidity risk stress testing.
To perform investment portfolio analysis quarterly.
To prepare and review all the related periodic reports and special reports as requested by Head Office.
To ensure the protection of the Banks interests in matters of adequate documentation and adherence to Bank Policy and the various laws and regulations applicable to the
department’ s operations.
To handle hiring, training, assignment, and evaluation of all employees assigned to Risk Management Department.
To update the Contingency Plan of Risk Management Department upon necessary.
To attend meetings for Risk Management Committee (quarterly); Asset and Liability
Committee (monthly), Loan Workout Committee (monthly), Management Committee
(Monthly) and prepare related reports; IT Steering Committee (monthly); Credit
Committee (upon necessary-review credit proposal and related credit risk analysis in the absence of other staff in Risk Management Department).
To implement and update Risk Management program, policies, and procedures.
To perform and arrange the overall branch-wide risk assessment.
To be an alternate staff for Risk Management Department.
To prepare current regulatory, financial and economic update to Head Office.
EDUCATION: College graduate or equivalent experience or equivalent combination of
education and experience.
EXPERIENCE: A minimum of 5~20 years experience in the Risk Management areas or must have full knowledge of and well-rounded experience in banking.
Fluent in English and Chinese (Mandarin) preferred
